A repeat unemployed is a person who submitted at least 2 claims for unemployment benefits over the last 4 years.
Repeat unemployed under 40 years old
Number of days of eligibility
The number of days for which unemployment benefits can be received over a 4-year span for all claims will not exceed 180% of the maximum number of days to which the insured is entitled.
For instance: an unemployed aged 30 who received unemployment benefits for 100 days out of 100, and afterwards submitted another claim for unemployment, before 4 years elapsed since he or she submitted the first claim - will receive the second time unemployment benefit (if eligible again for 100 days) only 80% of the number of days to which he or she is entitled - that is for 80 days instead of 100.
Afterwards, that person will no longer be entitled to unemployment benefits until the end of a 4-year period, unless the number of days to which he or she is entitled changes according to age and family situation.
Because of the war, a repeat unemployed who has been laid off or put on unpaid leave by this employer in the period between 7.10.23 and 30.12.23, filed a new claim for unemployment benefit during that period, and used up all days of entitlement to unemployment benefit - will receive an automatic extension of unemployment days until 30.12.23 or until the end of the Temporary Order, only if all his 180% days of eligibility have been exhausted over 4 years.
Amount of unemployment benefit
After exhausting 100% of eligibility days, the maximum amount of unemployment benefit per days will be - NIS 403.58.
For instance: the unemployed who submitted a claim for unemployment benefit in 2021, used up the maximum number of days due to him or her (175 days) and received for each day the maximum amount of unemployment benefit. In 2023, that person submitted again a unemployment benefit claim - will be entitled to 140 days (80%), and the amount of benefit for the first 125 days will not exceed NIS 403.58.

If he or she did not receive unemployment benefits in the 11 months preceding the submission of the claim:
The repeat unemployed will be entitled to unemployment benefits as a regular unemployed.
If he or she received unemployment benefits in the 11 months preceding the submission of the claim:
The number of days for which he or she can receive unemployment benefits in a new claim will be calculated each month based on the unemployment days received in the preceding 11 months, even if they a related to the previous claim.
For instance: an unemployed who received unemployment benefits in 2022, submitted another claim for unemployment benefits in 2023 and in the new claim he or she received an eligibility of 175 unemployment days. He or she will report in person to Employment Service in the month of 11/2023 and 25 unemployment days were registered for him or her.
Here is the calculation of unemployment days due to him or her for the month of November:
- If in the 11 previous months, 12/2022 to 10/2023, he received unemployment benefits for 175 days - he won't receive any benefit for the month of 11/2023.
- If in the 11 previous months he received unemployment benefits for 150 days - in the month of 11/2023 he will receive unemployment benefits for 25 days.
- If in the 11 previous months he received unemployment benefits for 160 days - in the month of 11/2023 he will receive unemployment benefits for 15 days.
To know how many unemployment days he will receive for the month of December, we will check the number of unemployment days paid to him in the months of 1/2023 and 11/2023, and so on.
Amount of unemployment benefit
For a repeat unemployed aged 40 and older, there is no limit to the amount of unemployment benefits, and he will receive unemployment benefits as a regular unemployed.
